Dorset Fire and Rescue Service
Targeting HFSC to reduce risk

The Challenge

Dorset FRS found that time and resource was being wasted by not having a targeted and streamlined Home Fire Safety Check (HFSC) procedure. Dorset FRS needed a better way to manage HFSC referrals whilst reducing fire risk across the county.

The Solution

Dorset FRS purchased PINPOINT which links multiple datasets to identify where the highest levels of risk are so that the most high risk households can be targeted. A PINPOINT website portal was also developed to manage HFSC referrals from members of the public and community workers.

The Result

Since using PINPOINT to target HFSCs Dorset FRS has seen an 11% reduction in accidental dwelling fires as well as a cost saving of £325,000. Significant efficiency savings have already been made with admin time being reduced by 38 hours per week.

West Sussex Fire and Rescue Service
Fire Redesign Programme

The Challenge

As part of their 2010-15 service plan West Sussex FRS put their main strategic focus toward reducing the number of emergency incidents by making sure that emergency cover was suitable for the needs of the county.

The Solution

West Sussex FRS used PHOENIX to quickly and easily create hypothetical models for numerous different deployment scenarios in order to instantly see the impact of closing or moving fire stations or vehicles.

The Result

As a result of the fire redesign programme West Sussex FRS has estimated that a saving of £1.2 million will be made at the same time as improving public safety. West Sussex FRS will now have a modern fire resource which is more closely aligned to the risks in the county today.

West Yorkshire Fire and Rescue Service
Identifying efficiency and cost savings

The Challenge

With varying levels of social, educational, behavioural and demographic characteristics across the county, West Yorkshire FRS needed a better understanding of risk in order to provide the most efficient level of response.

The Solution

PHOENIX was used by West Yorkshire FRS to create a hypothetical model for a number of differing deployment scenarios which looked at, amongst other things, simultaneous demand and the effectiveness of retained appliances.

The Result

Through scenario modelling West Yorkshire FRS was able to determine that a station previously set to be relocated should remain in position as moving it would actually reduce performance. Efficiency and cost savings have meant that more resource can be used to re-position intervention resources over to prevention activities.

Greater Manchester Fire and Rescue Service
Operational resource planning

The Challenge

Greater Manchester FRS were looking to find efficiency savings by reducing the number of vehicles on standby each night, without affecting public safety. A robust evidence base which assessed impact on operational resource was needed.

The Solution

PHOENIX was developed to simulate the impacts of different workload deployment scenarios by accurately evaluating the risk of standing down vehicles in relation to their predicted workload.

The Result

As a result of using PHOENIX as part of their Flexible Operational Resource Deployment, Greater Manchester FRS achieved efficiency savings of £2.5 million in the first phase without reducing their service to the public, losing pumps or leaving stations empty at night.

Norfolk Fire and Rescue Service
Redeployment for Rural Review

The Challenge

Norfolk FRS set out to complete a Rural Review looking at cover for the most at risk areas of the community and how resource could be redeployed to best meet the varying needs across the county.

The Solution

The existing ability to deliver a safe and competent response to emergencies was explored as well as the capability to undertake protection and prevention activities.

The Result

From putting forward this review, Norfolk FRS successfully achieved funding of £300,000 for significant improvements. This included the introduction of Rural Support Officer posts, creating a team of competent frontline personnel available to work at various locations where needed.
